Family & Children’s Services (F&CS), a leading non-profit behavioral healthcare organization in Tulsa, Oklahoma, is looking for its next President and Chief Executive Officer (CEO). F&CS provides comprehensive outpatient mental health and substance abuse services, a full continuum of crisis services, and other services designed to strengthen families and help children thrive. The ideal candidate should be an experienced, entrepreneurial, and dynamic leader capable of managing a large, fast-growing non-profit organization with a $153M annual operating budget and a staff of 1,200.

F&CS is governed by a highly supportive Board of Directors, comprised of volunteer members who represent a cross-section of community leaders, interests, and professions. As part of the 2023 Strategic Roadmap, the Board is focused on selecting a new CEO that can continue to lead F&CS to new heights as Tulsa’s premier behavioral health and human services provider.

About F&CS:

For over 100 years, F&CS has led the way as a major safety net provider in Tulsa and the greater metropolitan area. F&CS is certified as both an Oklahoma Community Mental Health Center and Certified Community Behavioral Health Clinic (CCBHC). Today, F&CS utilizes a CCBHC framework to deliver services that are evidence-based, trauma-informed, diversion-oriented, recovery-oriented, and person-and-family-centered. F&CS provides a full array of mental health and substance use disorder services, and family strengthening programs to adults, children, and youth.

With a commitment to eliminate barriers to care, F&CS has developed a wide range of access points including eight convenient  locations, telehealth services, home-based services, mobile crisis response teams, and co-locations within numerous organizations including four public school districts.

F&CS’s CCBHC comprehensive approach uses a team-based, care-coordination model emphasizing whole-person care by integrating health and mental health along with providing a range of social services to meet client needs. A full continuum of 24/7 crisis care services are offered through crisis hotlines, mobile crisis outreach-responder models. transitional care and an urgent recovery crisis center for assessment and short stays with respite lounge chairs and longer stays with beds for law enforcement drop-offs or walk-ins.

F&CS’s family strengthening division offers an array of programs designed to help children flourish, including family support and mental health care for area children and families participating in Head Start programs, SafeCare®, other home-based programs within the Oklahoma child welfare system, and community education for prevention and parenting skill development.

The Role:                                                                                                                                           

The President and CEO will hold a pivotal role in strategic leadership, setting the overall direction and vision of F&CS, driving its mission, achieving its goals, and ensuring organizational effectiveness. The CEO will steer F&CS towards its CCBHC objectives and agency goals by making crucial decisions, formulating innovative strategies for growth and business development, developing strategic partnerships and infrastructure, and maintaining sound fiscal health. The CEO will drive the development of a robust and sustainable infrastructure and leadership team in effectively addressing the recent rapid growth of F&CS.

The CEO will collaborate with the leadership team and the board to develop a shared vision in the planning, development, and implementation of quality programs and services tailored to meet the specific needs of the Tulsa community. The CEO will ensure sustainable financial performance, technology advancement, regulatory compliance, data-driven programs, business development, risk mitigation, talent management, and staff leadership. Together, the CEO and leadership team will create a diverse, equitable, and inclusive workplace where every employee feels valued, respected, and empowered to contribute their best work.

F&CS’s President and CEO position is a unique and transformative leadership opportunity to guide a large, complex behavioral healthcare organization into the future of Medicaid Managed Care, partnership collaborations, and new opportunities. This includes meeting expanding demand for behavioral healthcare services and overseeing services and system integration with physical healthcare all while managing expectations for quality, compliance, and public accountability.

Ideal Candidate:                                                                                                                                  

With these challenges and opportunities in mind, our “Ideal Candidate” should possess the following qualifications and work experience:

  • A graduate degree from an accredited graduate school in a behavioral health discipline, healthcare, business, public administration, or medicine.
  • At least 5 years of senior leadership experience in a large, complex, multiservice healthcare organization with oversight of behavioral health/substance use treatment services. The preferred candidate has CEO experience leading behavioral health and addiction services.
  • A proven track record of collaboration with staff, board of directors, donors, and community stakeholders, including community leaders, elected officials, and state and federal agencies.
  • The ability to engage with government regulators and payers for health care services in a productive and collaborative fashion.
  • A history of a demonstrated commitment to diversity, equity, and inclusion.
  • Energy and nimbleness to build on F&CS’ culture of excellence, innovation, and accountability.
  • Strategic skills include being a visionary and thought leader able to see beyond the horizon and influence the future of systems and care.
  • Natural curiosity and willingness to learn and adapt new clinical, administrative, and financial models, processes, and technologies.
  • A leadership style that supports, inspires, and empowers staff and others to maximize their contributions to the organization and community.
  • A keen intellect, capable of advanced analytical and critical thinking, able to solve problems, and drive complex decision-making.
  • A history of building relationships with community leaders and stakeholders that foster respect and financial support and enthusiasm towards F&CS.
  • A track record of success leveraging technology and data analytics to advance client care and operations.
  • Strong verbal and written communication skills.
