Partnership strengthens communities statewide by increasing access to mental health and substance use services

Tulsa, Okla. – July 6, 2026 – Family & Children’s Services (FCS) of Tulsa and Hope Community Services of Oklahoma City announced the completion of their merger, first introduced through a Letter of Intent (LOI) on January 14, 2026. The partnership brings together two of Oklahoma’s most trusted behavioral health providers, marking a significant milestone in expanding access to care and strengthening services for communities across the state.

The merger follows a six-month due diligence process, during which both organizations worked closely with the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) and the Attorney General’s office to ensure full regulatory compliance. The initial announcement was met with strong support from civic leaders in both Tulsa and Oklahoma City, reflecting broad recognition of the growing demand for mental health and substance use services.

The original decision to merge was grounded in shared values, aligned service philosophies and a longstanding commitment to community-based care. Leaders from both organizations emphasized that these principles would continue to guide the combined organization as it moves forward.

“This merger represents an important step forward for behavioral health in Oklahoma,” said Adam Andreassen, President and CEO of FCS. “It allows us to build a more connected, responsive system of care and expand our ability to support individuals and families when they need it most.”

Hope President Heather Helberg noted that the partnership strengthens the organizations’ ability to respond to evolving needs across Oklahoma.

Both organizations confirmed that no layoffs are planned, underscoring a shared focus on stability for staff and continuity of care for clients.

With the merger now complete, integration is underway to align systems, programs and operations while preserving the strengths of each organization. Leaders say the combined structure will allow them to extend proven services, expand specialty programs and strengthen coordination of care across regions.

Together, FCS and Hope form a $208 million behavioral health system with nearly 1,800 employees, providing more than 70 programs across 12 locations and more than 30 co-located sites. The unified organization is positioned to serve more individuals and families across Oklahoma while building a more sustainable and connected system of care for the future.
